The green traffic signal is burned out southbound on Whitney Ave at East Rock.
I tried calling "Transportation, Traffic and Parking Department directly at (203) 946-8075", but their phone system is unusable. Option 5 doesn't do anything, and option 3 rings forever.

Thank you for posting this issue. The Signal Division is already aware of this traffic signal issue.
What time did you call the dept.? If it was after regular business hours, 9 am - 5 pm, then it will ring forever as no one is in the office. The outgoing message states this time period and gives NHPD's non-emergency number (203) 946-6316. If you called during regular business hours, then we have a problem on our end which needs to be fixed. I also tried option 5 and did not have any problems getting connected through the system.

Checking my phone log, I called at about 4:55pm, so perhaps the office was already closed.
In either case, I'm surprised that someone set up your system so a line would ring forever without answer. I've developed dozens of IVR systems and would never ever do that. It should always go to a human, go to a voicemail box, or go to a message saying the office is closed.
Option 5 literally did nothing. I'd press it and the main message would replay. If I pressed it before the main message completed, it would give an error message saying I pressed an invalid option.
