What happens is this. You open a ticket. PW passes on the information. PW closes the ticket saying "We did our jobs" (which was to pass on the ticket.) PW, and the city, don't think it would be fair to PW to make them keep every ticket open until the job was fixed (because, most of these people would dies of old age before everything on this list gets fixed.
At least this way PW gets to feel good about themselves.
Just for reference, I have been waiting over 5 months for the city to kick a homeless encampment of of Snow Park.)
