Encampment in a grey 1990's model Ford Aerostar Minivan with lots of bikes are blocking the sidewalk and dumping trash on the corner. Different men and women seen walking to and from the van at all hours of day and night.

Has anyone observing this reported to OPD? They will not act unless there is a complaint.
Is there another department, other than OPD, such as social services of some sort, that may also contribute to resolving this?
