Are there vehicles obstructing the travel lane? If not, which side of the street are the parked on, odd side or even side?

They are parked on both sides. Plow came by this am and never even put the plow down just kept on going because they coudn't do anything. We were told that city was going to start yesterday ticketing and having these cars removed but nothing has yet been done. One guy is literally parked on top of the 3 feet we received making it very dangerous for anyone trying to get by,.
