Southbound City of Hartford Ford Van #612 Lic. plate# 579-HFD roared past me at close proximity (well under 3 feet) as I bicycled south on Broad Street. When informed (at next traffic light) of Connecticut's state law requiring 3 feet of passing space between motor vehicles and bicyclists, van driver and passengers were unapologetic and rude. All drivers, especially those driving official vehicles, should know the rules of the road and should not be allowed to drive until they prove they can obey them.
