7.67.030 VMC: “Unlawful camping. It shall be unlawful for any person to camp, occupy camp facilities and use camp paraphernalia, or cause a disturbance or nuisance in the following areas: any park, any street or public property.
Residents can reasonably expect that the camping restriction ordinance (030 VMC) is rationally related to legitimate local interests and should not preempted by California state or Federal law. Residents of the city of Vallejo may reject any argument that the local ordinance has been preempted by Ninth circuit court ruling, California state or Federal law…

Because the current city of Vallejo has decided to move the Code Enforcement Division from the VPD to the Planning and Development Department. They are without power and only interested in generating profit from taxpayers?
Also, the problem created by the city and GVRD is caused by the Code Enforcement employees that are not doing their jobs in the first place.
To make matters worse the Permanent Homeless Manager position was created out of thin air and has no practical experience solving problems like this.
The Cherry on top is the Vallejo City Council unanimously voted on a resolution authorizing Pleasanton-based firm 4LEAF to provide organizational guidance to the city’s Planning and Development Services Department, which has overseen code enforcement since January.
Erroneous thinking and planning (Problem-reaction-solution fallacy) by City Management caused the Vallejo Homeless troubles.
