This is how Packard Alley is supposed to look (photo from google Maps May 2015). The current conditions are unacceptable.

To the contrary, this issue is not fixed. However it has now been reported to traffic division. Hopefully, emergency personnel won't need access to this alley because it would be quite prohibitive.
