STOP signs are not effective speed control. What it does is reinforce poor behavior on drivers to ignore traffic control.
I'd also argue, though I don't have the specific crash data, that this intersection has had very few crashes. Certainly not enough to warrant such severe traffic control for the intersection of two minor streets.
