If this is on private property, he may be trespassing. If not, there is no limit to how long someone can be in a public place. The description of the issue is very vague.
I assume this is referring to the man who hangs out under the tree/in the parking lot of the Exxon station at the corner of Forest Hill and Westover Hills. Several of my friends and I think he's selling something. He's never bothered me or approached me when I've gotten gas there. From my perspective, he isn't begging or panhandling. I don't understand what the problem is.
Why is a panhandler allowed to squat on City property selling something that know one knows and yet this is legal? This person is on City property and he's a squatter. He's not a legitimate business owner, he sells things out of a tub and a cinder block table.
We all pay taxes yet this man is exempt and allowed to do so on City property? Clean up the City of unauthorized and illegal practices such as this. If he's allowed to do this I shouldn't have to have my business taxed. He's exempt, why not everyone?
