The manhole cover in the yard has St Petersburg on it. I contacted St Petersburg, and they said it belongs to Pinellas County Utilities.
I worked with Kenneth City to confirm that there is no stormwater or underdrain pipes in this section of roadway. -

This has become a safety issue because it is causing a lot of road rage. Most drivers ignore the red arrow and make the right turn on red, and they get very angry with drivers who obey the red arrow and law. There is a lot of horn honking when someone does not turn when the red arrow is lit and aggressive speeding/passing once the red arrow goes off and the law abiding person makes the turn. It would much safer if there was a lit sign that accompanied the red arrow like there is at other intersections.
