    Piles of garbage have been dumped on west side of underpass on 42 nd street, 20 feet from my home. I have observed people urinating in the garbage. I cannot walk on the sidewalk by home where I pay property taxes. I cannot open my back door. The smell of urine and feces is nauseating.

    between MLK and Telegraph Ave on 42nd street. there is so much garbage you have to walk in the street. the smell is so bad it makes you want to vomit. there are rats and mice running around. this is unsanitary and a health hazard.
