Is the Property owner being fined or being held responsible for mismanaging this property? There should be no special dispensation for the Corporations or government agencies (Railroads etal.), they should be held personally responsible for this dereliction of their duties and non compliance with City of Vallejo.
Why has the City attorney not filed suit against this property?
If this was private property the Code Enforcement Division would see to it that this was cleaned up and property owner was duly penalized.
Stop this nonsense of jurisdictional game play. Imagine living right next to this... there is no excuse for this.

So you threaten residents & property owners of Vallejo with “taking your property away” but corporations and government entities that don’t comply are exempt from Code Enforcement Division actions, you simply look the other way.
Got it! Pusilanimous behavior on behalf of the community you’re paid to serve. No wonder Vallejo is a mess and only getting worse.
