The area (intersection) would need to be identified as one in which roadway engineering could be used to correct an identifiable problem with the existing layout. Next, funding would have to be secured in order to complete any redesign. These projects can be very expensive and municipalities have a fixed budget. Other intersections that may pose a greater danger should be given priority. Also, there are other investments across the City that are always competing for additional funding (schools, parks, roadways etc).
I will research the crash data filed with the Department of Transportation. Where did you find the 6 crash reports? I will start looking at those and examine the possible causes of the crash.
