On the Torrington/New Hartford line, the road is basically non-existent. Cars have to literally stop here to navigate the pot holes, and it is a heavily traveled road.
Consider teh city of Torrington officially notified. If your car is damaged or you are injured while on your bicycle, etc., notify the city of Torrington.
This section of road needs to replaced, not band-aided like its been done in the past. It needs a new base. Portions even have ledge exposed at the surface. In some areas hydralic water seeps through the surface. Torrington should check with New Hartford DPW to see how its really done right.
This road is a hazard to cyclists. There is a race coming up on August 22nd, the Greater Hartford Triathlon. This road will be used for travel during the bike leg. The city of Torrington has significant liability if an injury occurs since they have been notified about this problem. The road bed needs to be re-done, not just a simple shim coating. BTW, if the beaver dam at the bottom of the hill breaks, the road will wash out making it impassable.
I just came down this hill on my bike from New Hartford and I can report that this is a dangerous road for cars as well as bicyclists. The road surface is so bad that you have to dodge the holes and cracks as well as rocks coming through. New Hartford has done significant repairs to roads in the West Hill area including re-paving many sections. Kudos to the town of New Hartford! Torrington has much work to do, and better do it quickly before a lawsuit comes their way.

Any word from the town of New Hartford on this issue?
Torrington officials have not received any emails, because they do not provide their email addresses on the town website.
