It's been there for like 8 months now. And since it blocks the entire driveway, the homeowner parks on his front lawn when he can't in the street, which is definitely against city ordinance. It is an eyesore and I agree with the person who posted this that it needs to go.

You're missing the point. He's NOT moving. It's been there for 8 months. During that time, he comes and goes out of the house without issue. In fact, the only time I've seen the PODS container open was one time I happened to be driving by and saw him UNLOADING some tools or something out of it. Best I can tell he's just using it as some sort of on site storage.

Why has this gone on so long. Get it put to the back of house or out of there.
