  This car is not abandoned. It is registered to a resident with an active parking permit on the next street over which there is no parking allowed on the street. There is nothing legally wrong with that car parking there. Thank you for your concern.

  thank you for the response! So a resident can park on the street all day even if 2 hour parking limit is posted?

  Yes, as long as you have a vaild up to date resident sticker you are allowed to park in excess of the time posted.
