Right-hand lane in front of SCAT- bicycling thorugh the square is particularly dangerous because this stretch is so bad it's hard to keep control the bike. Cyclists have to swerve out into the left lane to stay up-right and cars can't anticipate this.

Yes, and when you're waiting for a bus in the rain, you can't even stand under the bus shelter because passing cars will splash dirty water on you from the huge puddles caused by these potholes. Basically defeats the purpose of the bus shelter completely.
I have also gotten several flat tires on my bicycle when commuting though this area.
