Here's a workaround supplied by Passport Inc. They are the ones who created the GoNewHaven parking app.

1. Uninstall the app, restart your phone, and then reinstall the app.
2. Allow notifications and Bluetooth (both must be allowed in order for the app to work for the time being)

This will only be effective on iOS 13.
