The public needs to change the narrative somewhat......
For Vallejo neighborhoods, parks, & open space preserves......
Stop using the word "Homeless".
Start using the terms....."Illegal Camping"....."Illegal Trespassing"......
Laws on books being violated and ignored: Overnight Camping, Open Campfires, Trash Accumulation without pickup service, Public Nuisance, Loitering, Littering.....
Let's make all these enforceable.
If you want to live outside, do it without breaking existing laws, do it out of the public eye, etc....
Implement a three strike system.......

the illegal camping site keeps getting bigger, this one of the few places the tax paying citizen can enjoy the water front and nature, not only a few illegal campers! City of Vallejo please assist here.

The reported encampment is on City property, and recent federal court cases have restricted removal of homeless encampments on public property. In Martin v. City of Boise, the Ninth Circuit Court of Appeals issued a unanimous decision, finding that the City of Boise’s prohibition against sleeping in public violates the Eighth Amendment’s prohibition against cruel and unusual punishment when no alternative shelter is available. Thus, cities cannot enforce camping/lodging prohibitions if their local homeless population faces inadequate shelter space. However, the City will continue to monitor the location and assist with clean-ups when appropriate.
