fiorella's sausage has decided that the loading zone in front of their store is only for their customers, going as far as to claim (untruthfully) that anyone else using the spot will be ticketed.
Businesses can have these zones. The question is, do they actually have a permit. Fiorelli's has had this for as long as I can remember - several businesses in the area do. If, however, you have checked and found out they don't actually have the permit - file something with the city.

yes, but the loading zone is still free for anyone to use. businesses apply to have them put there, but they aren't exclusively for them and their customers.
