At least four times a week, there are trucks that sit and idle outside the '8-12 mini mart' for 20-60 minutes at a time, between the hours of 4-7pm. Sometimes they sit and honk their horn repeatedly (assuming that the person they're delivering to isn't there to take delivery?).
Diesel smoke, rackety idling engines, and truck horns in the early mornings, all the time! Is there anything that can be done about this??

It is illegal for trucks to idle more than 15 minutes in Philadelphia. Use the Idle Free Philly website to report the site and hopefully they can do something about it.
Also, call 311, report the situation, tell them you want it reported to Air Management Services and get a ticket number from the 311 rep you speak to for future reference
If noise from the horns is disturbing the peace, don't be squeamish about calling 911 and reporting just that. This is a quality of life issue that the City should be able to respond to. A local business has no right to reduce quality of life for neighbors just so they can turn a profit
