3 adult men are living on the porch at 420 Ritner. They drink, make noise at night, and make a mess of the property and urinate on the sidewalk in front of other houses. Police have been called several times, but the men return after a few minutes and yell at passerby asking if they contacted the police. 911 said I should file a complaint with 311 instead of call and that they consider the problem solved if an officer simply visits.
